defining new label set available to select for any repository on a Forgejo or gittea instance

What’s the recommended way to define instance-wide default label sets?

I see contrib/options/label/Advanced and options/label/Default but what’s the recommended way to add our own? (Preferably through the UI, and for the instance, not per org, if possible.)
